The ministry has reviewed and considered the policy. Source Protection Authorities (SPAs) have the ability through the Drinking Water Source Protection Transfer Payment Agreement to request funding for work that supports updates to assessment reports, technical studies, and source protection plans. All funding requests must be supported by rationale and will be considered on a case-by-case basis.?

Policy Text:

The Ministry of the Environment, Conservation and Parks is requested to continue its funding to municipalities and Source Protection Authorities under source protection programs to continue local research into Issues (nitrogen, pathogen, sodium, chloride) to determine where the following activities are a contributing source of the contaminant in Issue Contributing Areas:

a) Application of untreated septage to land;
b) The establishment, operation or maintenance of a system that collects, stores, transmits, treats or disposes of sewage;
c) Application and storage of ASM;
d) Application, handling and storage of NASM;
e) Use of land as livestock grazing or pasturing land, an outdoor confinement area or farm-animal yard;
f) Application, handling and storage of fertilizer;
g) Application, handling and storage of road salt; and
h) Storage of snow.

Timeline:
T-15: The policy shall be considered within 2 years from the date the Source Protection Plan takes effect.

Monitoring Text:

MON-4: The provincial ministry shall, by February 1 of each year, prepare and submit a report to the Source Protection Authority on the actions taken in the previous calendar year to achieve the outcomes of the source protection policy. Reporting shall include information related to the effectiveness of the policies in ensuring a threat ceases to be, or does not become significant, and any actions required to respond to a drinking water threat during the reporting period.
