Toronto's intakes are located in Lake Ontario. Its ambient salt content is dominated by inputs in the Niagara River, and the multiple watersheds on which road salt is applied around Lake Ontario( American and Canadian side). Based on Policy LO-G-03, Toronto, in partnership with The Regional Municipalities of Peel and Durham ( PDT) are starting to install in-lake instrumentation which will allow continuous monitoring of in-lake conductivity levels, to see whether excursions of salt from specific tributaries cause a noticeable signature at the water treatment plant intakes. A watershed monitoring system is in place for all Toronto's tributaries, designed to assist in computing the transit of river plumes into the Lake Ontario Coastal Zone. The In-lake instrumentation will be at a subset of WTP intakes in the LOCG Partnership, and will take several years to complete installation for the 5 Lake Current Monitoring System (LCMS) installations of the Partnership. Part of the analysis of future gathered data can address the trend question, but as past modelling work has shown ( O'Connor and Mueller(1960), a dominant effect of choride trends in Lake Ontario are controlled by trends in Lake Erie; it is hypothesized that the may effect at specific intakes will be examining for short excursions of conductivity ( hence road salt caused) spikes from specific nearby tributaries associated with winter melt salty runoff in the tributary.

Where the application, handling and storage of road salt is, or would be, a moderate or low drinking water threat, the municipality is requested to report the results of its sodium and chloride monitoring conducted under the Safe Drinking Water Act and any other monitoring programs annually to the Source Protection Authority. The Source Protection Authority shall assess the information for any increasing trends and advise the Source Protection Committee on the need for new source protection plan policies to be developed to prevent future drinking water Issues, in any of the following areas:
• WHPA-A (VS = 10) (existing, future); or
• WHPA-B (VS ≤ 10) (existing, future); or
• WHPA-C (existing, future); or
• WHPA-D (existing, future); or
• WHPA-E (VS ≥ 4.5 and <9) (existing, future); or
• HVA (existing, future).
