The City's current Emergency Plan was approved on June 26th, 2018 (council report 18-166); and is reviewed on an annual basis. The emergency plan has several supplemental plans used by various departments when responding to emergencies. For the purposes of spills and the responders are aware of the WHPAs and IPZs.

Emergency spill responses are included in the wastewater & drinking water contingency plans. Annual risk assessments also include emergency spill response. There is not currently a Township-wide approach.

Source Protection Areas are currently being included in the Township's Emergency Management Plan update, which is underway. The Township's Operating Authority (Utilities Kingston) has approved Standard Operating Procedures for Spills within the SPZ. Copies of policies were supplied in 2022.

Policy Text:

All municipalities that contain all or part of a Wellhead Protection Area or an Intake Protection Zone should review and update their respective Emergency Management Plans and/or the appropriate department supplemental plans to identify the location of these vulnerable areas within their jurisdictions to better protect the drinking water sources in the event of an emergency, spill as defined by section 91 of the Environmental Protection Act, or unauthorized discharge along highways, railway lines or shipping lanes.

The updates specified in a. should occur within two years of the Source Protection Plan taking effect.
