DASH is used in the review of development and land use proposals subject to a Planning Act process (e.g., zoning amendment, site plan control, etc.). Within DASH there are environmental screening criteria which flag potential constraints to the use of land. This includes constraints associated with source water protection. Schedule 11B to the City’s Official Plan identifies constraints associated with Source Water Protection and, specifically, identifies the Cana Wellhead Protection Area and related influence areas. Members of the City’s Environment Division and Cataraqui Region Conservation Authority (CRCA) staff receive notification of applications made through the DASH platform. The City’s Building Services, responsible for processing building permit applications subject to the requirements of the Ontario Building Code, also uses the DASH platform for the administration of building permits thereby bringing greater transparency to that process. A member of the public is able to see, in real time, where active Planning Act applications Page 3 of 11 are being made via the interactive mapping built within the DASH platform. The Cana Wellhead Protection Area is largely developed and is not an area of the municipality where we typically see redevelopment proposals, however, as noted above, we are aware of at least one pre-application discussion for future Planning Act approvals that were flagged for future source protection discussions with the Risk Management Official. The locational reporting through DASH and the overlay in the Kingston Zoning By-Law 2022-62 identified the source protection requirements for this pre-application.

The following activities, where they would be significant drinking water threats, are included in Section 59 designations under the Clean Water Act for the Cana Wellhead Protection Area as follows:
All land uses are designated in WHPA-A and WHPA B where the vulnerability score is 10 for the handling and storage of fuel.
All land uses except residential are designated in WHPA-A where the vulnerability score is 10 for:
the application of agricultural source material to land
the application of pesticides to land
the management of runoff that contains chemicals used in the de-icing of aircraft
the use of land as livestock grazing or pasturing, an outdoor confinement area or a farm animal yard
the handling and storage of a DNAPL
the handling and storage of pesticide
the storage of agricultural source material
the handling and storage of organic solvents
the handling and storage of commercial fertilizer
the handling and storage of road salt
the storage of snow
the storage of hazardous wastes at waste disposal sites
the storage of wastes at waste disposal sites as described in clauses (p), (q), (r), (s), (t) or (u) of the definition of hazardous waste in Ontario Regulation 347 (General-Waste Management), as amended.
