In 2025, TSSA began to review the 2017 Liquid Fuels Handling Code (LFHC) and conducted a limited consultation to expedite policy development related to Retail Mobile Fuelling under the LFHC, including posting on the Environmental Registry. The Retail Mobile Fuelling framework, under the LFHC, includes measures to address fuelling of watercraft in locations other than marinas. The framework would address emergency communication and safety measures for vehicles such as the provision of spill kits and catch basin covers. When a full review of the LFHC is concluded, it will be subject to public consultation, including posting on the Environmental Registry.

The ministry reviewed and considered the policy. The Technical Standards and Safety Authority (TSSA), the Ministry of Public and Business Service Delivery and Procurement (MPBSDP), and the ministry continue to work together to meet the intent of applicable policies set out in Source Protection Plans to protect Ontario’s drinking water sources. This includes, but is not limited to, amending regulatory instruments such as the Liquid Fuels Handling Code and the Fuel Oil Code. The ministry will continue to report on the actions resulting from the review of the policy.
Policy Text:
Where the handling and storage of fuel at facilities defined in Section 1 of Ontario Regulation 213/01 or Section 1 of Ontario Regulation 217/01 is or would be a drinking water threat, the Ministry of Consumer Services and the Ministry of the Environment should consider source water protection during the next scheduled code review in part by considering changes such as the use of fuel handling and storage equipment (i.e. supply tanks, supply lines, etc.) that research has shown to be resistant to leaks.
The Ministry of the Environment and the Ministry of Consumer Services should include information about this policy in an annual summary of actions taken to achieve the outcomes of source protection policies and make it available to the Cataraqui Source Protection Authority.
