In the Halton-Hamilton Source Protection Area there are currently two WHPA-Qs with a high stress level (Milton and Campbellville). Within the Milton and Campbellville WHPA-Qs there are no long-term existing takings. Therefore, this policy is considered implemented until such time as other WHPA-Qs are added to the Halton-Hamilton Source Protection plan. There have not been any incoming applications for new or increased PTTWs received in the Halton-Hamilton region (neither Milton or Campbellville WHPA Qs) since the Halton-Hamilton Source Protection Plan took effect Dec 31, 2015. The ministry will consider the relevant Source Protection policies for certain permit applications as part of the review process as they are received and, where appropriate, include conditions for new/increased permits that would constitute SDWTs to ensure protection of municipal water supplies.
Policy Text:
Within a wellhead protection area Q1, where an increased or new water
taking would be a significant drinking water threat,
a. the Ministry of the Environment, Conservation and Parks shall ensure
that groundwater Permit to Take Water approvals include
appropriate terms and conditions to demonstrate that the taking will
not adversely impact the aquifer’s ability to meet municipal and
other water supply requirements. The following conditions should be
considered for inclusion – a phased approach to assess impacts
before fully approved and the requirement for appropriate
monitoring.
Monitoring Text:
T-55-C (c): The Ministry of the Environment, Conservation and Parks shall document the number and locations of permit applications that were reviewed or issued for water takings and their actions taken and report this information to the Source Protection Authority by February 1 of each year with copies of any issued permits.
