This policy was not yet incorporated in the Official Plan. The Rural Official Plan updates are scheduled for 2025. In the meantime we are screening planning applications. MECP provides notifications to the City on PTTW within the City. However, the timeline for a typical Development Application does not align with the issuance of a PTTW ahead of approval. The issuance of a PTTW needs to consider any Source Water Protection constraints before being issued.

To be implemented as part of the new Official Plan Project. Staff will review options to implement policy direction. We Make Milton - our new Official Plan Project - was launched in summer 2019. It is anticipated that the process will be complete in 2023/24. Work plan includes implementation of SPP. As of 2023, the Town has prepared the 'Growing in Milton' Official Plan paper, which focuses on where to grow - and where not to grow. The Town also prepared a policy review piece, identifying a set of policy requirements coming out of SPPs that need to be implemented.

Within a wellhead protection area Q1, where an increased or new water
taking would be a significant drinking water threat,
b. the municipal planning authority shall only provide final approval for
new development that requires a Permit to Take Water once the
Ministry of the Environment, Conservation and Parks has determined that
the proposed taking does not become a significant water quantity
threat.

d. the municipal planning authority shall report actions taken to
implement part (b) of this policy to the Source Protection Authority
by February 1 of each year.
