As part of TSSA’s transition to an Outcome-Based Regulator, TSSA has developed a risk-based Operator Rating System (ORS) for pipeline operators. The ORS is in line with the best practices in other jurisdictions and focuses on reducing the risk of pipeline safety incidents. The main purpose of the ORS is to examine and rate the effectiveness of each operator’s safety and loss management system (SLMS) including comprehensive policies and procedures regarding the operator’s design, construction, operation, and maintenance activities. The ORS is comprised of the following four components: Risk-based audit, field verification, safety intelligence framework and compliance standards.

Where the establishment and operation of a liquid hydrocarbon pipeline is an existing significant drinking water threat, the Canada Energy Regulator and Technical Standards and Safety Authority are recommended to ensure that their regulatory requirements manage liquid hydrocarbon pipelines through appropriate design standards (including the location of safety valves), monitoring, maintenance (including integrity management programs) and other relevant practices, such that drinking water sources are protected.
