Since May 2015, the Ministry has been screening environmental compliance approval (ECA) applications to determine if the activity is located in an area where the activity could be a significant drinking water threat. This is called the “primary screening”. Based on a set of criteria, an ECA application is flagged for a more detailed ‘secondary screening’ to determine if the activity associated with the application is a significant drinking water threat.

As legally required, where a source protection policy that relies on a prescribed instrument (PI) to prohibit an activity that is a significant drinking water threat, the Ministry conforms to the policy by refusing to issue an instrument for the activity.
Policy Text:
The Ministry of the Environment shall PROHIBIT the following future activities within the Environmental Compliance Approvals process where they would be a significant drinking water threat in the Belmont Wellhead Protection Area (WHPA) 'B' to ensure that these activities never become significant drinking water threats:
Waste Disposal Site- Landfilling (Municipal Waste);
Waste Disposal Site- Landfilling (Solid Non Hazardous Industrial or Commercial);
Waste Disposal Site- Liquid Waste Injection into a well; and
Sewage system or sewage works- Storage of Sewage.
Monitoring Text:
(KCSPA-CW-1.11): Where the Source Protection Plan policies require a provincial ministry to deny a Prescribed Instrument, the applicable Ministry shall document the number and locations where such instruments were denied and provide a summary of the actions taken to the Source Protection Authority by February 1st of each year.
