Since May 2015, the Ministry has been screening environmental compliance approval (ECA) applications to determine if the activity is located in an area where the activity could be a significant drinking water threat. This is called the “primary screening”. Based on a set of criteria, an ECA application is flagged for a more detailed ‘secondary screening’ to determine if the activity associated with the application is a significant drinking water threat.

Policy Text:

To ensure that any existing or future onsite sewage system regulated under Section 53 of the Ontario Water Resources Act ceases to be or never becomes a significant drinking water threat, where such an activity is or would be a significant drinking water threat, the Ministry of the Environment, Conservation and Parks, Conservation and Parks shall ensure Environmental Compliance Approvals include terms and conditions that, when implemented, will reduce the risk to drinking water sources. Terms and conditions may include, but not be limited to, inspection and monitoring protocols and upgrading requirements as system standards change.

Monitoring Text:

(HC-CW-1.6): Where the Source Protection Plan policies require a provincial ministry to amend a Prescribed Instrument, or issue a new Prescribed Instrument, the applicable Ministry shall provide a summary of the actions taken. The applicable ministry shall provide a written report summarizing this information to the Source Protection Authority by February 1st of each year.
