No pesticide permits that are Prescribed Instruments have been issued in this SPA. Pesticide Permits are issued on a seasonal basis and expire at the end of each season. All pesticide permit applications undergo a detailed site and pesticide specific evaluation by the ministry's Regional Pesticides Specialist. Source Protection Branch has delivered training to the Regional Pesticides Specialists among other training. Conditions are placed on all issued pesticide permits as required to mitigate potential risks. Additionally, Ontario has a strong and robust legislative and regulatory framework for the sale, use, storage and disposal of pesticides. The Regional Pesticides Specialists provide technical support to District Offices related to pesticide inspections and Designated Source Protection Vulnerable Areas are factored into the planning of Pesticide Inspections.

The ministry has reviewed and considered the policy. The ministry continues to support the Source Water Protection - Resource Catalogue for Education and Outreach Policies (https://conservationontario.ca/resources/). In addition, the ministry continues to integrate drinking water source protection messaging into ministry guidance and resources where appropriate. The ministry utilizes a risk-based approach to its proactive inspection programs. This approach continues to be enhanced through the inclusion of source protection vulnerability information into the following ministry program areas: • Agricultural programs for activities subject to regulation under the Nutrient Management Act (including agricultural source material and non-agricultural source material sites) • Hauled sewage and organic soil conditioning (biosolids) programs under the Environmental Protection Act • Waste disposal sites under the Environmental Protection Act • Pesticides under the Pesticides Act • Sewage systems under the Ontario Water Resources Act • Permits to Take Water under the Ontario Water Resources Act • Drinking water systems under the Safe Drinking Water Act Please also refer to the program area responses on inspections/compliance for further details.

Policy Text:

To ensure that the future application of pesticides to land, where such an activity would be a significant drinking water threat, never becomes a significant drinking water threat, the Ministry of the Environment, Conservation and Parks shall consider developing source water protection training materials for permit applicants under the Pesticides Act.

Further, the Ministry of the Environment, Conservation and Parks shall prioritize inspections of pesticide permit holders for lands within the Dunnville Water Treatment Plant Emergency Intake Protection Zone 1.
