Since May 2015, the Ministry has been screening environmental compliance approval (ECA) applications to determine if the activity is located in an area where the activity could be a significant drinking water threat. This is called the “primary screening”. Based on a set of criteria, an ECA application is flagged for a more detailed ‘secondary screening’ to determine if the activity associated with the application is a significant drinking water threat.

Policy Text:

To ensure that the future storage of sewage, treatment plant effluent discharges, combined sewer discharge from a stormwater outlet, industrial effluent discharges and/or sewage treatment plant by-pass discharge to surface water never become a significant drinking water threat, where these activities would be a significant drinking water threat, the Ministry of the Environment, Conservation and Parks shall prohibit these activities within the Environmental Compliance Approval process.

Monitoring Text:

(NC-CW-1.13) Where the Source Protection Plan policies require a provincial ministry to amend a Prescribed Instrument, or issue a new Prescribed Instrument, the applicable Ministry shall provide a summary of the actions taken. The applicable ministry shall provide a written report summarizing this information to the Source Protection Authority by February 1st of each year.
