In the Grand River Source Protection Area there is currently one WHPA-Q with a high stress level (Orangeville), which is where long-term existing water takings are a significant drinking water threat and require review. In 2023, one new permit for a long-term taking was issued in the Orangeville WHPA-Q area. The permit underwent a detailed review, and conditions have been included to manage the threat. The ministry will continue to consider the relevant Source Protection policies for certain permit applications as part of the review process as they are received and, where appropriate, include conditions for new/increased permits that would constitute SDWTs to ensure protection of municipal water supplies.

As part of the PTTW review and decision making process, the ministry will use best available science to assess the sustainability and potential impacts to municipal drinking water systems, other users, and the environment. The ministry considers relevant Source Protection policies as part of the application evaluation and review process and, where appropriate, includes conditions for new/increased permits that would constitute SDWTs to ensure protection of municipal water supplies.
Policy Text:
To ensure the existing or future activity that takes water from an aquifer without returning the water to the same aquifer ceases to be or never becomes a significant drinking water threat, where the activity is or would be a significant drinking water threat in WHPA-Q1, the Ministry of the Environment, Conservation and Parks shall ensure that the Permit to Take Water that governs the existing or future taking includes appropriate terms and conditions. The following shall be considered by the Ministry of the Environment, Conservation and Parks:
Municipal water supply requirements will be met on a sustainable basis
The water taking will not affect the ability of the aquifer to meet municipal water supply requirements; and
The water taking will not adversely impact hydrological integrity.
Monitoring Text:
(DC-AEG-CW-1.6) Where the Source Protection Plan policies may result in amendments to Prescribed Instruments or the issuance of a new Prescribed Instrument, the applicable ministry shall provide a summary of any actions taken the previous year to implement the policies and provide a written report summarizing this information to the Source Protection Authority by February 1st of each year.
