Since May 2015, the Ministry has been screening environmental compliance approval (ECA) applications to determine if the activity is located in an area where the activity could be a significant drinking water threat. This is called the “primary screening”. Based on a set of criteria, an ECA application is flagged for a more detailed ‘secondary screening’ to determine if the activity associated with the application is a significant drinking water threat.

Policy Text:

To ensure the future discharge of stormwater from a stormwater management facility never becomes a significant drinking water threat the Ministry of the Environment shall prepare/ amend the environmental compliance approvals to incorporate conditions that, when implemented, will ensure they do not become a risk to drinking water.

The conditions may include the requirement for regular maintenance, periodic removal of accumulated sediment, lining of the pond where warranted, the use of an oil/water separator, and other requirements to address site conditions.

Monitoring Text:

(CH-CW-1.7)Where the Source Protection Plan policies require a provincial ministry to amend a Prescribed Instrument or issue a new Prescribed Instrument, the applicable Ministry shall provide a summary of any actions taken and/or conditions imposed. The applicable ministry shall provide a written report summarizing this information to the Source Protection Authority by February 1st of each year.
