The Roads & Public Works Department has a sanitary sewer cleaning and inspection program in place which ensures each sewer is inspected at least once every five year. A repair and maintenance plan is in place to address issues found during inspections.

The current sanitary sewer maintenance program within the Mississippi-Rideau area is as follows: • Infrastructure Services has identified the relevant pipes of interest, information is shared through a layer within the City's GIS program. • Wastewater Collection Crews deploy a contractor, under their supervision, to clean the indicated pipes. This work is followed by the capture of CCTV footage, all completed under PACP certification. Footage is reviewed by city staff and any deficiencies are identified and repaired. • In compliance with the Source Protection Plan, these areas will be cleaned and camera work completed at 5 year intervals going forward. • An automated preventative maintenance program has been set up within the City's MMS to trigger the start of this work every five years. • The sanitary sewer maintenance program was first implemented in 2015/2016. Identified sewers within the Mississippi-Rideau Source Protection Region were cleaned as part of the work contract and had CCTV inspections completed following the cleaning (within the regions of Carp, Munster, and Richmond). • The second round of maintenance work was completed in 2021 (Richmond: between May 1st and 14th, 2021; Carp between July 1st and July 15th, 2021; Munster between October 1st and November 25th, 2021). City staff completed a review the completeness of the 2021 CCTV inspections in early 2022, no deficiencies were detected.

The Town of Smiths Falls has an activate sewer system maintenance program which includes flushing and CCTV. The sanitary sewers around the WTP were last inspected in 2017 and will be completed on a five year schedule or more frequent if required. No inspection completed in 2023.

Policy Text:
In areas where sanitary sewers and related pipes are or would be a significant drinking water threat as described in Appendix B, the municipality shall implement a Sanitary Sewer Maintenance Program. Where possible, the program should include sewer pipe cleaning followed by a camera inspection focused on identifying areas of infiltration. Pressure testing of pipes may also be conducted in lieu of camera inspection. Remedial work is required if areas of discernible leakage are identified. The program shall be initiated within one year from the date the Source Protection Plan takes effect. Each portion of the sewer network shall be subject to the maintenance program at five year intervals.

By February 1 of each year, the municipality shall provide the Source Protection Authority with a summary of implementation activities for the previous calendar year related to legally binding policies where the municipality is the implementer.
