For existing waste sites (other than Zwick’s Island and Delhi Park), Policy 1-6-E & F applies when decisions are made on amendments to the Environmental Compliance Approval associated with changes to the waste site or conditions. From the time of Quinte Region Source Protection Plan approval to date, no amendments to waste site approvals in the Quinte Region have been proposed. For future waste sites, Policy 1-6-E & F requires that MECP ensure that the approval includes appropriate terms and conditions such that the site never becomes a drinking water threat. From the time of Quinte Region Source Protection Plan approval to date, no proposals for new waste sites in the Quinte Region have been received. If an instrument is not in place for a closed landfill, Policy 1-6-E & F requires that MECP identify any monitoring or remedial action measures necessary to ensure the site is not a threat to drinking water. The Quinte Region source protection plan identifies two closed landfills that may present a threat to drinking water. Actions required for these sites (Zwick’s Island and Delhi Park) are prescribed in Policy 1-4-E.

Since May 2015, the Ministry has been screening environmental compliance approval (ECA) applications for waste disposal site activities to determine if the activity is located in an area where the activity could be a significant drinking water threat. This is called the “primary screening”. Based on a set of criteria, an ECA application is flagged for a more detailed ‘secondary screening’ to determine if the activity associated with the application is a significant drinking water threat.

Policy Text:
Where a waste disposal site (existing and/or future) could be a moderate or low drinking water threat, the Ministry of the Environment should ensure that existing instruments that govern the waste disposal site include appropriate terms and conditions to make sure that:
1) The waste disposal site (existing) is a managed drinking water threat; or
2) The waste disposal site (future) never becomes a significant drinking water threat.
The Ministry of the Environment should consider the location of vulnerable areas for the protection of drinking water when issuing Environmental Compliance Approvals for new or expanding waste disposal sites.
If prescribed instruments are not in place for the waste disposal site (e.g. closed landfill) the Ministry should identify any monitoring and remedial action measures necessary to ensure the activity is not a threat to drinking water.
Note: For existing sites the policy applies when decisions are made on amendments to the Environmental Compliance Approval associated with changes to the waste site or operations.

Monitoring Policy (See Appendix C, List J):
The ministry shall prepare an annual summary of the actions it has taken to achieve the outcomes of the source protection policy and make that report available to the Source Protection Authority.
