The City of Greater Sudbury’s Sewer Use By-law 2010-188 came into effect in 2011. A robust Source Control program is administered and enforced through this by-law which helps in protecting the threat of contaminants entering the sanitary and storm sewers, which can have a negative impact on the environment. In addition to residential concerns, the by-law primarily focuses on the Industrial/Commercial/Institutional (ICI) sectors. Regular facility inspections occur to ensure contaminants are safely stored and that grease and oil interceptors are properly maintained, mitigating the risk of environmental contamination. The Compliance Section of WWW Treatment and Compliance also administers a Spills Response Program which generates quick and immediate response to contaminants spilled into the environment with a focus on both mitigation, as well as holding those responsible for the spill accountable. Since 2015 W/WW Environmental Compliance Officers (ECOs) have attended approximately 344 spill sites which have been successfully managed, mitigated, and controlled to keep from becoming significant threats to nearby drinking water sources and the environment. Charges have been laid against numerous proponents found guilty of causing spills and prosecution has been successful. The Residential Inflow and Infiltration Subsidy Program (RIISP) is in effect to support inflow and infiltration efforts. The program provides up to 75% coverage for sump pump and/or backwater valve installations. Further, it offers subsidies toward rain barrels, eavestrough extenders, and private sanitary sewer lateral lining. A total of 462 RIISP applications have been received since 2015. These improvements will assist residents in reducing inflow and infiltration into the City’s sanitary sewers, protect against basement flooding, redirect stormwater and groundwater to recharging the aquifer, all while helping to prevent wastewater treatment plant by-passes into the environment. Policy Text:
The City of Greater Sudbury shall implement and enforce a sewer use by-law as amended from time to time in the area where the discharge from sanitary sewers and related pipes and stormwater management facilities could be a significant threat. The City of Greater Sudbury shall also prioritize inspections in such a way as to protect sources of municipal drinking water.

M13: By February 1 of each year, the City of Greater Sudbury shall file a report with the Source Protection Authority detailing the implementation and enforcement of the Sewer Use By-law in terms of the significant threat activity.
