In the Nickel District Source Protection Area there is currently one WHPA-Q with a high stress level (community of Valley East) which is where long-term existing takings are a significant drinking water threat and require a detailed review. Within the Valley East WHPA-Q there is one long-term existing permit issued to the City of Sudbury. All existing Permits to Take Water that are located within a WHAP-Q1 with a significant risk level have been reviewed. During review it was concluded that the municipal water supply permits do not require any amendments at this time. This policy exempts temporary permits and municipal water supply permits, at this time there are no additional permits that are identified as significant drinking water threats. The Ministry will continue to work with the City of Sudbury as they consider the results of the Tier 3 water budget work and how best to incorporate the results into their water supply program to ensure long-term sustainability. The ministry will consider the relevant Source Protection policies for certain permit applications as part of the review process as they are received and, where appropriate, include conditions for new/increased permits that would constitute SDWTs to ensure protection of municipal water supplies.

As part of the current PTTW review and decision making process, the ministry uses best available science to assess the sustainability and potential impacts to municipal drinking water systems, other users, and the environment. The ministry considers relevant Source Protection policies as part of the application evaluation and review process and, where appropriate, includes conditions for new/increased permits that would constitute SDWTs to ensure protection of municipal water supplies.
Policy Text:
The Ministry of the Environment shall ensure that groundwater Permit to Take Water Approvals that result in a net loss to the aquifer include appropriate terms and conditions to demonstrate that an increased taking will not adversely impact the aquifer's ability to meet municipal and other water supply requirements and demonstrate that future water takings do not become significant threats.
This policy exempts temporary permits to take water. This policy does not apply to the renewal of municipal permits to take water.

Monitoring Text:
(M1): By February 1 of each year, the Ministry of the Environment shall prepare a summary of the actions it has taken to achieve the outcome of these policies and make that report available to the Source Protection Authority.
