Ministry staff have completed the review and screening process to identify previously issued Environmental Compliance Approvals for sewage works located in vulnerable areas where prescribed instrument policies may apply with the initial source protection plan approvals. However, the ministry continues to identify and review new existing Environmental Compliance Approvals as a result of source protection plan amendments on an annual basis. For those existing instruments that were screened by the Ministry and subject to existing threat prescribed instrument policies, the existing instruments had been reviewed to determine if the Standard Operating Policy can be applied or if amendments are needed to protect municipal drinking water sources.

There was one municipal sewage treatment plant identified as being a significant drinking water threat located in the Crowe Valley Source Protection Area. Specifically, the Havelock Water Pollution Control Plant was inspected in July 2021. There were two municipal sewage treatment plants identified as being a significant drinking water threat located in the Ganaraska Region Source Protection Area. Specifically, the Cobourg No 1 Water Pollution Control Plant was inspected by the MECP in 2019, and the Port Hope Sewage Treatment Plant was inspected in 2019. There were four municipal sewage treatment plant identified as being a significant drinking water threat located in the Lower Trent Source Protection Area. Specifically, the Batawa Water Pollution Control Plant was inspected by the MECP in May 2021, Picton Wastewater Treatment Plant inspected in 2017, Hastings Water Pollution Control Plant inspected in 2020, and the Stonecrest Sewage Treatment Plant inspected in 2022. The MECP is not aware of any industrial, private or commercial sewage works inspections at facilities determined to be a significant threat in the Trent Conservation Coalition in 2023. No orders were issued related to sewage works at sites determined to be significant threats in the Trent Conservation Coalition.

There is one that may potentially impact the Lindsay IPZ. The City has created Infrastructure Guidelines - 2019 Storm and Stormwater as a tool for new developments to ensure proper building and maintenance activities are undertaken. In March 2022 the City applied for and was granted Provincial funding for wastewater & stormwater improvements over the next 2 years as part of the "Improving Wastewater and Stormwater Discharges in Lake Ontario" program. The City will continue to meet agreed upon deadlines with the program to continue.

Staff meets annually in the (fall) with the Ontario Clean Water Agency (OCWA) to discuss operations and future upgrades. During these meetings general maintenance and capital projects are prioritized and then included in the operating budget for the following year. Current operations takes into consideration the effects staffs decisions may have on Source Water Protection, to insure the safety of our drinking water. This practice is ongoing. OCWA has a maintenance program (Hanson) that automatically informs the operators of when daily, weekly or annual needs to be performed on equipment at all sites. A work order is generated and the operators complete the work and the information is entered into Hanson. Regular flushing of the systems (two times per year) allows for a visual inspection of the systems as well as operation of valves and hydrants. Visual inspections are recorded and passed onto the managers, and a work order is generated if required. The drinking water wells are flushed out every five years at which time the wells are video recorded. Monitoring of drinking water quality is done daily.

S-8(2) Stormwater Quality Management Master Plan (Final Project Report dated October 21, 2015), was adopted by Council and implementation is ongoing. The Plan includes recommendations for updates and revision to the OP and design guidelines, maintenance and renewal of existing infrastructure, system surveillance, inspection and monitoring to identify issues, opportunities for new infrastructure and regular review and update of the Master Plan.

Policy Text:
Applicable Activities: Stormwater management facilities designed to discharge stormwater to land or surface water that are existing significant drinking water threats.
S-8(1): Review all existing Prescribed Instruments to determine if they are adequate to ensure that the associated activities are not significant drinking water threats. If they are deemed to be inadequate for this purpose, they will be amended to include additional conditions that will ensure that the activities cease to be significant drinking water threats. All amendments to Prescribed Instruments required by this policy must be carried out within three years from the date that the plan takes effect or such other date as the applicable Director determines based on a prioritized review of Prescribed Instruments that govern the activity.
S-8(2): Develop and implement a stormwater management facility maintenance program within two years. The program will require regular inspection of stormwater management facilities to ensure that they are being sufficiently maintained such that the facility is not a significant drinking water threat
S-8(3): The municipality shall prepare, by February 1 each year, an annual summary of the actions it has taken to achieve the outcomes of the source protection plan policies and make that report available to the applicable Source Protection Authority.
Recommended contents of the report include, but are not limited to:
a) A summary of activities undertaken as part of the maintenance program for the preceding calendar year.

taken to achieve the outcomes of the source protection plan policies and make that report
available to the applicable Source Protection Authority.
Recommended contents of the report include, but are not limited to:
a) A summary of the reviews completed during the calendar year on the Prescribed
Instruments for existing significant drinking water threats, including a summary of
the provisions included to ensure that the activity(ies) cease to be significant
drinking water threats;
b) A summary of the reviews completed during the calendar year on the Prescribed
Instruments for future activities, including a summary of the provisions included to
ensure that the activity(ies) will not be significant drinking water threats;
c) A summary of inspections carried out and any orders issued as a result of an
inspection during the preceding calendar year; and
d) Other content as specified in clauses S-3(3), A-2(2), and OT-1(7)
