S-6 (1) Operation authority is aware of the need to update any operation procedure. The Environmental Protection Department (EPD) has a Business Continuity Plan and operational procedures to mitigate the risk of system failure that could result in the introduction of pathogens into surface water or groundwater. In this past reporting period Emergency Management reviewed the SWP map with emergency services and the City’s Emergency Management Program Committee and reviewed the notification procedure for incidents that may adversely impact water quality within the SWP zone. In 2025, the city experienced very high-water levels in the spring combined with the significant ice storm that resulted in temporary bypass at the wastewater treatment plant. Further, this procedure has been implemented in recent years pertaining to spills at Little Lake (outfall from Jackson Creek). While, emergency services have provided immediate response to these events, Environmental Services is coordinating a long-term response, including clean up and monitoring, as well as remediation (e.g., installation of containment structures for spills near Jackson Creek) re. possible future rain/storm events/threats. Updates to operational procedures will be coordinated with the new SPP policies when in-effect in 2026. In June 2025 the Sanitary Master Plan Class Environmental Assessment was completed. The preferred servicing strategy, which focuses on expanding system storage and selective capacity upgrades, was selected as the preferred approach due to its superior technical, financial, and environmental performance. More than 25 capital projects have been identified, including upgrades to pumping stations and new trunk sewers, ready to proceed as demand arises and pending archaeological and other studies and permitting requirements.
