Based on criteria, the prescribed instrument application may be flagged for a more detailed ‘secondary screening’ to determine if the activity associated with the application is a significant drinking water threat. If yes, the appropriate standard operating policy is applied. As legally required, where a source protection policy that relies on a prescribed instrument to prohibit an activity that is a significant drinking water threat, the ministry is conforming to the policy by refusing to issue an instrument for the activity.

Policy Text:

Future sewage systems or sewage works where they would be a significant drinking water threat will not be permitted except for:

• Wastewater collection facilities and associated parts: Sanitary sewers

• Wastewater collection facilities and associated parts: Sewage pumping station or lift station wet well, a holding tank or a tunnel

Municipalities are encouraged to complete master environmental servicing plans (MESPs) to avoid locating threats associated with sewage infrastructure in vulnerable areas.

Where a policy of this Plan prescribes the use of a prescribed instrument under the purview of the Ministry of the Environment, Conservation and Parks or the Ministry of Agriculture, Food and Rural Affairs, by February 1 of each year, the applicable Ministry shall prepare and submit to the Source Protection Authority an annual summary of the action it has taken to implement policies
