Based on criteria, the prescribed instrument application may be flagged for a more detailed ‘secondary screening’ to determine if the activity associated with the application is a significant drinking water threat. If yes, the appropriate standard operating policy is applied. As legally required, where a source protection policy that relies on a prescribed instrument to prohibit an activity that is a significant drinking water threat, the ministry is conforming to the policy by refusing to issue an instrument for the activity.
Policy Text:
To ensure any New industrial effluent discharges never become a significant drinking water threat, where this activity would be a significant drinking water threat, the Ministry of the Environment, Conservation and Parks shall prohibit this activity through the Environmental Compliance Approvals process.
Monitoring Text:
OC-CC-CW-1.12: Where the Source Protection Plan policies prohibit an activity through the use of a prescribed instrument, the applicable Ministry shall summarize the actions taken the previous year to implement the policies and provide a written report summarizing this information to the Source Protection Authority and the County by February 1st of each year, in accordance with the Clean Water Act, 2006.
