To ensure that any Existing or Future use of land as an outdoor confinement area or farm-animal yard on farms not phased-in under the Nutrient Management Act, 2002, or from the use of land for livestock grazing or
pasturing on all farms, ceases to be, or never becomes, significant drinking water threats, where these activities are, or would be, significant drinking water threats, these activities shall be designated for the purpose of Section 58 of the Clean Water Act, 2006 and a Risk Management Plan shall be required.
The Risk Management Plan shall be based upon the regulatory requirements of a nutrient management strategy under the Nutrient Management Act, 2002 and incorporate the best management practices for livestock grazing and pasturing land.
