Where existing and future sewer wastewater collection and treatment facilities and associated parts could be significant threats, the municipality shall complete the following:

Existing Systems:
For Existing Sewage Infrastructure where it is a significant threat the municipality shall:
1) Establish and/or maintain a regular inspection and maintenance program of the sewage infrastructure;
2) Ensure a Stormwater Management Facility maintenance program is in place, including an inspection schedule to maintain functionality of the facility.
3) Respond to repair or replace any deficiencies noted in the inspection;
4) Review operational guidelines for the system to reduce the risk of bypasses;
5) Immediately contact the operators of the drinking water system if a bypass takes place in the vulnerable area;
6) Upgrade any infrastructure that is deficient or failing to meet effluent targets requirements;
7) Review and, if necessary, create or update the emergency response plan for the system annually;
8) Prioritize the separation of any existing combined sewers;
9) Develop and/or continue to implement programs to reduce Inflow/infiltration to the sanitary sewer system and related infrastructure.
10) Ensure sewage infrastructure operates in accordance with any applicable CLI-ECA.

Future Systems:
Where municipalities have received a Consolidated Linear Infrastructure Environmental Compliance Approval for sewage works, and where sewage-related activity is preauthorized for a Consolidated Linear Infrastructure Environmental Compliance Approval and is a significant drinking water threat, the municipality shall:
1) Ensure the works are designed in accordance with the specific conditions of the Consolidated Linear Infrastructure Environmental Compliance Approval but also;
2) Ensure that any Alteration in the Authorized System is designed, constructed, and operated in such a way as to be protective of sources of drinking water in Vulnerable Areas as identified in the Source Protection Plan.
Policy 2-6-E&F is a complementary policy requiring the Ministry of the Environment, Conservation and Parks to assess compliance against Environmental Compliance Approvals.

1. a) Onsite Sewage Works, Wastewater Treatment Facilities and Wastewater Collection Facilities & Associated Parts: Sanitary Sewers:
- WHPA A and B (vulnerability score of 10) - Deloro, Madoc and Tweed;
- IPZ 1 (vulnerability score of 10) - Picton; and 
- WHPA-Issues Contributing Area - Madoc and Tweed.

2. a) Storm Water Management Facilities and Associated Parts
b) Wastewater Collection Facilities & Associated Parts: Sewage Pumping Station or Lift Station Wet Well, a Holding Tank or a Tunnel:
- WHPA A and, B (vulnerability score of 10) – Deloro, Madoc and Tweed; and 
- IPZ 1 and 2 (vulnerability score of 9 or higher) - Belleville (IPZ 1), Deseronto (IPZ 1), Napanee (IPZ 1) and Picton (IPZ 1 and 2).

3. a) Industrial Effluent Discharges
b) Wastewater Collection Facilities & Associated Parts: Outfall of a Combined Sewer Overflow, or a Sanitary Sewer Overflow from a Manhole or Wet Well:
- WHPA A and B (vulnerability score of 10) - Deloro, Madoc and Tweed
- IPZ 1, 2 and 3 (vulnerability score of 8 or higher) - Bayside (IPZ 1), Belleville (IPZ 1 and 2), Deseronto (IPZ 1 and 2), Napanee (IPZ 1 and 2) and Picton (IPZ 1, 2 and 3a).

Effective Date: Within one year of the Plan,  or any plan amendment, as applicable, taking effect.
