1. Where an existing waste disposal site is in an area where this activity is a significant drinking water threat, the Ministry of the Environment, Conservation and Parks shall ensure the Prescribed Instrument that governs the waste disposal site includes appropriate terms and conditions to ensure that the waste disposal site ceases to be a significant drinking water threat.

2. Where a prescribed instrument is being amended for an activity that is a significant drinking water threat, the Ministry shall, where warranted and feasible, identify in the prescribed instrument, that the activity is a significant drinking water threat located within the wellhead protection area and/or the intake protection zone and the name of the associated municipal drinking water system as identified in the Quinte source protection plan and a requirement of  specific emergency protocols whether through O. Reg 224/07 or a condition in the prescribed instrument.

3. When and where applicable, the Ministry shall screen existing prescribed instruments to determine if authorized activities are significant drinking water threats based on the most recent Technical Rules. Where the prescribed instrument was not subject to source protection plan prescribed instrument policy requirements previously, the Ministry shall review the prescribed instrument and, where necessary, amend the instrument to ensure that appropriate conditions are included so that the activity ceases to be a significant drinking water threat. 

Applicable Areas: 
- WHPA A, B, C and E (vulnerability score of 8 or greater) - Deloro, Madoc, Peats Point, Point Anne and Tweed.
- IPZ 1, 2 and 3 (vulnerability score of 8 or greater) - Ameliasburgh (IPZ 1 and 2), Belleville (IPZ 1and 2), Deseronto (IPZ 1 and 2), Napanee (IPZ 1 and 2), Picton (IPZ 1, 2 and 3a) and Point Anne (IPZ 1 and 2).

Effective Date: Within three years of the Plan, or any plan amendment, as applicable, taking effect. 

The Ministry shall prepare an annual summary of the actions it has taken to achieve the outcomes of this Source Protection Plan policy. This summary shall include a list of existing Prescribed Instruments with their approval numbers that are managing significant drinking water threats within the Quinte Source Protection Area that were reviewed in the preceding calendar year, if any, to ensure they cease to be significant drinking water threats. The Ministry shall make that report available to the Quinte Source Protection Authority on February 1st of each year.  The Ministry of the Environment, Conservation and Parks should prioritize annual compliance inspections based on proximity to drinking water systems where significant threats are being managed through Prescribed Instruments.
