Policy Text:
1) Where existing sewage infrastructure is a significant drinking water threat and subject to the Ontario Water Resources Act, the Ministry of the Environment, Conservation and Parks shall ensure that the prescribed instrument (including prescribed instruments related to the Consolidate Linear Infrastructure Environmental Compliance Approval) include appropriate terms and conditions so that it ceases to be a significant drinking water threat.
2) The Ministry shall consider including additional conditions within the prescribed instrument to inspect sewage infrastructure to ensure it is functioning as designed.
3) Where a prescribed instrument (excluding prescribed instruments related to the Consolidate Linear Infrastructure Environmental Compliance Approval) is being amended for an activity that is a significant drinking water threat, the Ministry shall, where warranted and feasible, identify in the prescribed instrument, that the activity is a significant drinking water threat located within the wellhead protection area and/or the intake protection zone and the name of the associated municipal drinking water system as identified in the Quinte source protection plan and a requirement of specific emergency protocols whether through O. Reg 224/07 or a condition in the prescribed instrument.
4) When and where applicable, the Ministry shall screen existing prescribed instruments (excluding prescribed instruments related to the Consolidate Linear Infrastructure Environmental Compliance Approval) to determine if authorized activities are significant drinking water threats based on the most recent Technical Rules. Where the prescribed instrument was not subject to source protection plan prescribed instrument policy requirements previously, the Ministry shall review the prescribed instrument and, where necessary, amend the instrument to ensure that appropriate conditions are included so that the activity ceases to be a significant drinking water threat.

a) Wastewater Treatment Facilities & Associated Parts Wastewater Collection Facilities & Associated Parts: Sanitary Sewers:
- WHPA A and B (vulnerability score of 10) - Deloro, Madoc and Tweed;
- IPZ 1 (vulnerability score of 10)- Picton and
- WHPA-Issues Contributing Area–Tweed.
b) Storm Water Management Facilities and Drainage Systems: Outfall from a Storm Water Management Facility or Storm Water Drainage System. Storm Water Management Facilities and Drainage Systems: Storm Water Infiltration Facility. Wastewater Collection Facilities & Associated Parts: Sewage Pumping Station or Lift Station Wet Well, a Holding Tank or a Tunnel:
- WHPA A and B (vulnerability score of 10) - Deloro, Madoc, Tweed
- IPZ 1 and 2 (vulnerability score of 9 or higher) - Belleville (IPZ 1), Deseronto (IPZ 1), Napanee (IPZ 1) and Picton (IPZ 1 and 2)
- WHPA-Issues Contributing Area –Tweed.
c) Industrial Effluent Discharges (Wastewater Treatment Facilities and Associated Parts) Wastewater Collection Facilities & Associated Parts: Outfall of a Combined Sewer Overflow, or a Sanitary Sewer Overflow from a Manhole or Wet Well:
- WHPA A and B (vulnerability score of 10) - Deloro, Madoc, Tweed
- IPZ 1, 2 and 3 (vulnerability score of 8 or higher) - Bayside (IPZ 1), Belleville (IPZ 1 and 2), Deseronto (IPZ 1 and 2), Napanee (IPZ 1 and 2), and Picton (IPZ 1, 2 and 3a).
Effective Date: Within three years of the Plan, or any plan amendment, as applicable, taking effect.
