Policy Text:
1) Where the establishment of future sewage Infrastructure would be a significant drinking water threat, the Ministry of the Environment, Conservation and Parks shall ensure the the proposed activity is not prohibited by Policy 2-8-F.
2) If the activity is not prohibited by Policy 2-8-F, the Ministry of the Environment, Conservation and Parks shall ensure the prescribed instrument (including prescribed instruments related to the Consolidate Linear Infrastructure Environmental Compliance Approval) includes appropriate terms and conditions to ensure it does not become a significant drinking water threat. Prescribed Instruments (excluding prescribed instruments related to the Consolidate Linear Infrastructure Environmental Compliance Approval) shall include that the activity is a significant drinking water threat located within the wellhead protection area and/or the intake protection zone and the name of the associated municipal drinking water system as identified in the Quinte source protection plan and a requirement of specific emergency protocols whether through O. Reg 224/07 or a condition in the prescribed instrument.
3) The Ministry shall also consider the following:
a) That the design includes requirements for Level 1 (as per the Ministry of the Environment, Conservation and Parks’ Stormwater Management and Planning Design Manual, 2003 as amended from time to time) treatment of stormwater prior to infiltration in stormwater management facilities;
b) The requirement for regular maintenance, periodic removal of accumulated sediment, lining of the pond where warranted, and/or the use of an oil/water separator.
c) That the design includes requirements for 0.5 metre freeboard and emergency spillway to pass peak inflow without overtopping for all stormwater management facilities located in vulnerable areas that would be a significant threat;
d) That standby power is available at lift stations in the event of power failure; and
e) That any new sanitary sewer and associated sanitary sewer service to the property line be hydrostatic tested to ensure compliance with Ontario Provincial Standards for Roads and Public Works Section 410.

b) Storm Water Management Facilities and Drainage Systems Wastewater Collection Facilities & Associated Parts: Sewage Pumping Station or Lift Station Wet Well, a Holding Tank or a Tunnel:
- WHPA A and B (vulnerability score of 10) - Deloro, Madoc and Tweed;
- IPZ 1 and 2 (vulnerability score of 9 or higher) - Belleville (IPZ 1), Deseronto (IPZ 1), Napanee (IPZ 1), and Picton (IPZ 1 and 2);
- WHPA-Issues Contributing Area - Madoc and Tweed.
c) Industrial Effluent Discharges Wastewater Collection Facilities & Associated Parts: Outfall of a Combined Sewer Overflow, or a Sanitary Sewer Overflow from a Manhole or Wet Well:
- WHPA A and B (vulnerability score of 10) - Deloro, Madoc and Tweed;
- IPZ 1, 2 and 3 (vulnerability score of 8 or higher) - Bayside (IPZ 1), Belleville (IPZ 1 and 2), Deseronto (IPZ 1 and 2), Napanee (IPZ 1 and 2) and Picton (IPZ 1, 2, and 3a);
- WHPA-Issues Contributing Area- Madoc and Tweed.
Effective Date: Within 1 year of the Plan, or any plan amendment, as applicable, taking effect.
