The Pipeline proponent, Canada Energy Regulator and the Ontario Energy Board in their consideration of any liquid hydrocarbon pipeline application where this activity would be a significant drinking water threat are requested to:
1) Provide the Source Protection Authority the location of any new proposed pipeline within the Quinte Source Protection Area;
2) Provide the source protection authority the opportunity to provide feedback for new pipelines or a change in materials being transported in a pipeline; and
3) Ensure that the applicant has complied with the practices identified in the most current edition of the Hydrotechnical Hazard Integrity Management Recommendation Practices (produced by the Canada Energy Regulator) and included appropriate design standards, monitoring, and maintenance practices that, when implemented will prevent a pipeline from becoming a significant drinking water threat.
Applicable Areas:
Liquid Hydrocarbon Pipelines Above Ground, Within or Under a Water Body:
- WHPA A, and B (vulnerability score of 9 or greater) – Deloro, Madoc, Peats Point, Point Anne, Tweed;
- IPZ 1 and 2 (vulnerability score of 9 or greater) - Picton (IPZ 1 and 2), Ameliasburgh (IPZ 1), Belleville (IPZ 1), Deseronto (IPZ 1) and Napanee (IPZ 1) Point Anne (IPZ 1).
Liquid Hydrocarbon Pipelines Below Ground but not crossing within/under a water body:
- WHPA A and B (vulnerability score of 10) – Deloro, Madoc, Peats Point, Point Anne, Tweed.

When the Plan, or any plan amendment, as applicable, takes effect.
