Where an above ground, within a water body, or under a water body liquid hydrocarbon pipeline, could be a significant, moderate or low drinking water threat, the pipeline owner should, at a minimum:
1) Meet the practices identified in the most current edition of the Hydrotechnical Hazard Integrity Management Recommendation Practices, produced by the Canada Energy Regulator;
2) Ensure sufficient pipeline identification signage is posted and remains noticeably visible when located in vulnerable areas;
3) Advise the source protection authority of any abandoned pipelines or the planned change of use of any pipeline within the source protection area.
4) Include in contingency plans and/or consequence maps the location of municipal drinking water systems/vulnerable areas so all staff are aware of proximity to municipal drinking water system;
5) Update emergency preparedness/contingency plans to include the location of municipal intakes, actions to be taken to protect drinking water sources should an incident occur, and the requirement for inclusion of the protection of drinking water sources in emergency preparedness exercises
6) A provision is included in the contingency plan that the pipeline owner work with the Office of the Fire Marshal and Emergency Management to ensure that testing of the contingency plan is carried out within 3 years of the Source Protection Plan coming into effect, followed by regular (frequency and priority to be determined in consultation) emergency response preparedness exercises to address the significant threats identified.

Liquid Hydrocarbon Pipelines Above Ground, Within or Under a Water Body:
- WHPA A and B (vulnerability score of 9 or greater) – Deloro (WHPA A and B), Madoc (WHPA A and B), Peats Point (WHPA A and B), Point Anne (WHPA A and B), Tweed (WHPA A and B);
- IPZ 1 and 2 (vulnerability score of 9 or greater) – Ameliasburgh (IPZ 1), Belleville (IPZ 1), Deseronto (IPZ 1) Napanee (IPZ 1),  Picton (IPZ 1 and 2) and Point Anne (IPZ 1).

Liquid Hydrocarbon Pipelines Below Ground but not crossing within/under a water body:
- WHPA A and B (vulnerability score of 10) – Deloro, Madoc, Peats Point, Point Anne, and Tweed.

Moderate:
Liquid Hydrocarbon Pipelines Above Ground, Within or Under a Water Body:
- WHPA A and B (vulnerability score of 6.4 -8.1) – Deloro (WHPA C), Madoc (WHPA C), Peats Point (WHPA C), Point Anne (WHPA C) and Tweed (WHPA C);
- IPZ 1-3 (vulnerability score of 6.4 -8.1) – Ameliasburgh (IPZ 2), Belleville (IPZ 2 and 3), Deseronto (IPZ 2, 3a and 3b), Napanee (IPZ 2, 3a, and 3b) and Picton (IPZ 3a and 3b) and Point Anne (IPZ 2).

Liquid Hydrocarbon Pipelines Below Ground but not crossing within/under a water body:
- WHPA (vulnerability score of 8) – Deloro (WHPA C), Madoc (WHPA C and E), Peats Point (WHPA C and E), Point Anne (WHPA C), Tweed (WHPA C),
- IPZ 1 and 2 (vulnerability score of 9 or greater) – Ameliasburgh (IPZ 1), Belleville (IPZ 1), Deseronto (IPZ 1), Napanee (IPZ 1),  Picton (IPZ 1 and 2) and Point Anne (IPZ 1).

Low:
Liquid Hydrocarbon Pipelines Above Ground, Within or Under a Water Body and Liquid Hydrocarbon Pipelines Below Ground but not crossing within/under a water body:
- All vulnerable areas where the release of contaminants in an IPZ or WHPA could result in contamination of the drinking water supply.

Effective Date:
When the Plan, or any plan amendment, as applicable, takes effect.

Monitoring Text:

The pipeline owner shall provide a report to the Quinte Source Protection Authority by February 1st of every year summarizing the actions taken to achieve the outcomes of this Source Protection Plan policy.
