Where the conveyance of liquid hydrocarbon in pipelines is considered a significant, moderate, or low drinking water threat, the Quinte Source Protection Authority should:
1) Provide pipeline owners with information on watershed characteristics (e.g. flow rate, flood, and erosion hazards), flood warnings and statements and other local data for the purposes of source protection, if available and requested by the pipeline owner(s); and
2) Consult with fuel pipeline owners to determine if pipeline integrity and visual inspections have occurred and to request a report on the findings of the testing and inspections, and actions taken.
3) Make record of, and evaluate spills in the Quinte Region and their impacts on municipal drinking water systems.

Significant
Liquid Hydrocarbon Pipelines Above Ground, Within or Under a Water Body:
- WHPA A and B (vulnerability score of 9 or greater) – Deloro, Madoc, Peats Point, Point Anne, Tweed;
- IPZ 1 and 2 (vulnerability score of 9 or greater) –  Ameliasburgh (IPZ 1), Belleville (IPZ 1), Deseronto (IPZ 1) and Napanee (IPZ 1), Picton (IPZ 1 and 2) and Point Anne (IPZ 1).

Liquid Hydrocarbon Pipelines Below Ground but not crossing within/under a water body:
-WHPA A and B (vulnerability score of 10) – Deloro, Madoc, Peats Point, Point Anne and Tweed.

Moderate
Liquid Hydrocarbon Pipelines Above Ground, Within or Under a Water Body:
- WHPA C (vulnerability score of 6.4 -8.1) – Deloro, Madoc, Peats Point, Point Anne, Tweed; 
- IPZ 1, 2 and 3 (vulnerability score of 6.4 -8.1) – Ameliasburgh (IPZ 2), Belleville (IPZ 2 and 3), Deseronto (IPZ 2, 3a and 3b), Napanee (IPZ 2, 3a, and 3b), Picton (IPZ 3a and 3b) and Point Anne (IPZ 2).

Liquid Hydrocarbon Pipelines Below Ground but not crossing within/under a water body:
- WHPA (vulnerability score of 8)  – Deloro (WHPA C), Madoc (WHPA C and E), Peats Point (WHPA C and E), Point Anne (WHPA C), Tweed (WHPA C),
- IPZ 1-3 (vulnerability score of 9 or greater)  –  Ameliasburgh (IPZ 1), Belleville (IPZ 1), Deseronto (IPZ 1), Napanee (IPZ 1), Picton (IPZ 1 and 2) and Point Anne (IPZ 1).

Low
Liquid Hydrocarbon Pipelines Above Ground, Within or Under a Water Body and Liquid Hydrocarbon Pipelines Below Ground but not crossing within/under a water body:
- All vulnerable areas where the release of contaminants in an IPZ or WHPA could result in contamination of the drinking water supply.

Effective Date:
When the Plan, or any plan amendment, as applicable, takes effect.

Monitoring Text:

The Quinte Source Protection Authority should request and report on information from the pipeline owner by February 1st of every year on the annual action taken by the pipeline proponent to achieve the outcomes of the source protection plan policies for the previous calendar year. The source protection authority should also request and report on the results of integrity inspections and significant pipeline maintenance that occurred within Vulnerable Areas within the Quinte Source Protection Area for the previous calendar year.
