To ensure that the establishment and operation of a liquid hydrocarbon pipeline within the meaning of O.Reg 210/01 under the Technical Safety and Standards Act or that is subject to the Canadian Energy Regulator Act, 2019 never becomes a significant, moderate or low drinking water threat, where this activity would be a significant, moderate or low drinking water threat, the Canada Energy Regulator, Ontario Energy Board, Technical Standards and Safety Authority (TSSA), and Impact Assessment Agency should ensure that drinking water source protection is considered as a risk factor in their decision making framework.
