1) The Ministry of the Environment, Conservation and Parks shall not issue Prescribed Instruments in Wellhead Protection Area A where existing and future activities could be a significant drinking water threat.
2) Where the application of agricultural pesticides is a significant drinking water threat, is not prohibited, and requires a Prescribed Instrument (i.e. Pesticide Permit), the Ministry of the Environment, Conservation and Parks shall ensure all pesticide Prescribed Instruments include appropriate terms and conditions to ensure that the agricultural application of pesticides ceases to be or does not become a significant drinking water threat. 
3) Where a prescribed instrument is being amended for an activity that is a significant drinking water threat, the Ministry shall, where warranted and feasible, identify in the prescribed instrument, that the activity is a significant drinking water threat located within the wellhead protection area and/or the intake protection zone and the name of the associated municipal drinking water system as identified in the Quinte source protection plan and a requirement of  specific emergency protocols whether through O. Reg 224/07 or a condition in the prescribed instrument. 
Applicable Areas:
- WHPA A and B (vulnerability score of 10) – Deloro, Madoc, Peats Point, Point Anne and Tweed.
- WHPA-E (vulnerability score of 8.1 or greater) – Madoc (WHPA E) and Peats Point (WHPA E).
- IPZ 1 and 2 (vulnerability score of 8.1 or greater) – Ameliasburgh (IPZ 1), Belleville (IPZ 1 and 2), Deseronto (IPZ 1 and 2), Napanee (IPZ 1 and 2), Picton (IPZ 1 and 2) and Point Anne (IPZ 1).

The Ministry shall prepare an annual summary of the actions it has taken to achieve the outcomes of this Source Protection Plan policy and make that report available to the Quinte Source Protection Authority February 1st each year.
