A Place to Grow: Growth Plan for the Greater Golden Horseshoe (A Place to Grow) provides direction to ensure that watershed planning is undertaken to support a comprehensive, integrated, and long-term approach to the protection, enhancement, or restoration of the quality and quantity of water within a watershed. Watershed planning would inform decisions on the allocation of growth. A Place to Grow includes criteria for settlement area boundary expansions, including requirements for expansions to be informed by comprehensive water and wastewater master plans or equivalent and stormwater master plans or equivalent, as appropriate. Proposed expansions and associated water, wastewater and stormwater servicing, are to be planned to avoid, or if avoidance is not possible, minimize and mitigate any potential negative impacts on watershed conditions and the water resource system, including the quality and quantity of water. Additionally, proposed expansions are to avoid key hydrologic areas where possible. Decisions on water related infrastructure based on growth will be informed by watershed planning or equivalent assessments or studies to ensure that the quality and quantity of water is maintained. Population and employment forecasts contained in Schedule 3 are allocated based on a number of factors, including directing the majority of growth to settlement areas that have existing or planned municipal water and wastewater systems. Municipalities may consider the forecasts in Schedule 3 or such higher forecasts as are established by the applicable upper-or single-tier municipality through its municipal comprehensive review in conformity with the policies of A Place to Grow. A Place to Grow states that the Minister of Municipal Affairs and Housing will review the forecasts every five years, at minimum, in consultation with municipalities and may revise the schedule, where appropriate

MOI and MMAH should consider local water quantity availability when developing population and employment forecasts in municipalities that encompass local areas where the threat is significant.
Monitoring Text:
MON-4: By February 1 of each year, Provincial Planning Approval Authorities shall report to the local source protection authority on the steps taken in the previous calendar year to implement the significant threat policies and recommendations, where appropriate.
