OMAFRA funded applied research on Non-Agricultural Source Material through the Best Management Practices Verification and Demonstration Funding (BMPVD). This BMPVD funding ended in 2018. In 2018, projects researched: 1) the nutrient dynamics of Non-Agricultural Source Material (such as anaerobic digestate as well as municipal organic amendments); and 2) Emerging substances of concern and their relation to municipal biosolids and alkaline stabilized biosolids. Although the goal of these projects is not to specifically better manage Non-Agricultural Source Material sites located in vulnerable areas where the application of Non-Agricultural Source Material to land is a significant drinking water threat, the outcomes of the research could have implications for Non-Agricultural Source Material application to land in significant drinking water threat areas. The BMPVD projects that were investigating these research areas have been completed. Insight from these projects have been shared with practitioners and published in peer-reviewed journals. This knowledge will also be considered during the development of NASM guidelines and regulation.

The ministry has implemented its commitment to review and consider the policy. The ministry and the Ministry of Agriculture, Food and Rural Affairs continues ongoing research efforts on soils. Policy Text:

The MOE and OMAFRA are encouraged to consider continuing research regarding soil limiting factors relevant to non-agricultural source material, and to reflect that research in the management of non-agricultural source material sites located in vulnerable areas where the application of non-agricultural source material to land is a significant drinking water threat.

Monitoring Text:

MON-2: By February 1 of each year, the MOE shall report to the local source protection authority on the steps taken in the previous calendar year to implement these significant threat policies, and recommendations, where appropriate.

MON-3: By February 1 of each year, OMAFRA / MTO shall report to the local source protection authority on the steps taken in the previous calendar year to implement these significant threat policies and recommendations, where appropriate.
